do i have to set up a 128 bit wepkey security password on a Network Everywhere router .. or is there one already set on it this is not a wireless router ...

This is not a wireless router so you don't have any way of putting encryption on it (you can't on wired anyway). As far as getting to the config screen simply put the routers local IP address into your browser window ie. 192.168.1.1 you will then be promted for a username and password, you will need the documents that came with it for that. Many time the default is
username: admin
password: admin

This varies depending with manufacturer so you will need to check the doc's or do a search on the default login for that brand.

No, WEP is only for wireless.

To get to the management interface, follow the instructions that came with your router. If it didn't come with a manual, there should be a CD with the documents on it, probably an Adobe PDF file.

To get to the configuration screen, open a command prompt on your PC and type IPCONFIG. The address shown in the Default Gateway field is your router - type that address into your browser's address field.

ifconfig if you're under linux, but I guess you're not.

For the password you have to ask directly to your phone company, or to a friend of a friend of an aunt of the husband of the sister of a guy you knew downtown. Maybe he/she can give you the password for a few coins
