I don't know what does it mean to you ?

To mean it means someone can't be at the physcial wedding because of service in the military, because they are in prison or perhaps because they are in some duty station where they can not get out of.

It may mean that you have checked to see if your county or state if in the US allows it.

Marriage by proxy means that if you cannot attend the wedding, somebody whom you authorized will act in your behalf during the ceremony. This is usually not authorized in many countires because your appearance is needed during the ceremony in order for the solemnizing officer that you consenting into the marriage.
