Well, the personality and friendliness part is up to you. Talk to him casually about..sports,school,music,etc.
Here's some tips:
-Find cute hair styles you can try and wear around him
-Cute clothes
-Smile! They're free!
- Shave/ chapstick/lotion
-Take good care of your skin, teeth, and hair
- Find out your best features, and create a way to show it off

Most guys are oblivious as to what goes on in a girl's head. Be a little obvious. If he still ignores you he is either very shy or blowing you off. Move on.
