If there's a 13% chance of pulling the original color, it doesn't matter that you are pulling, marking, what matters is that you are replacing so the 5th pull is still 13% because nothing has changed in the bag.

I think this question needs more detail...is that all there is? You have a 13% that all the balls are the same color? Or that any two balls are the same color? Do you know how many balls are in the bag, or how many colors there are, or any more information?
