There are two theories:

1) From the German (Austrian) word waggers meaning minature person later adapted to "little hitler".

2) From the Finnish word meaning suspicious name changing antics, i.e. someone of an untrusting, or perhaps hurtful nature.

Possibly the meaning lies from within the person asking.

A common name,technical letter,acrobat, a
combination of letters that form a word.

Bottom line is what you as a person want it to mean. Nothing more, nothing less.
