You can do the drag and drop on some programs, others you may have to uninstall then reinstall to your D: drive, which is easy most programs let you change where they are to be installed, they usually have 2 options: "recommended or called express install" (depending on the program) or advanced, choose the advanced to change where the program will be installed.
Here's an Example using the game Freelancer by Microsoft : when you install a program, by default it would look like this C:\program files\microsoft\freelancer this would be the default location, notice the default creates 2 folders, microsoft and freelancer to change this all you do is this, where it says C:\program files\microsoft\freelancer during the install change C:\ to D:\ and remove program files from the line, now it will install to D:\microsoft\freelancer if you want a different folder than microsoft all you have to do is replace microsoft with the folder name you want, which would look like this D:\my games\freelancer you can also install it without the sub folder, which looks like this D:\freelancer
Note: use Disk Defragmenter to help keep your drive running smooth, a drive that needs to be Defragmented will run slow also run a Disk Cleanup.
Most programs use memory to run which would be the cause of the slow down not to many programs installed (unless the hard drive is full)
Other things that can slow a computer down are spyware, get a good anti-spyware program and run a full system scan, spyware is one of the leading causes of slow pc's.

Uninstall them from C: then re-install them, but when you do, select D: instead of C:
By the way, the number of files on a hard drive will not slow down a computer unless you fill the drive up. If the drive gets full, then you have a problem because then there is no space for your swap file.
You might want to consider moving your swap file to D: since C: is already packed.
To do that:
- under Control Panel, open up System
- Select the Advanced Tab
- click the Performance Settings button
- Click on the Advanced Tab
- click on the Change button under Virtual Memory
- In the Drive [Volume Label] display, select D:
- Select "System managed size"
- Click the Set button.
- Click OK
- Click OK
- Click OK
Reboot if required.

Once a program has been installed, I don't think you can simply move the files over to drive D because if that program has some config files, they might have settings that point to their C: drive location.
If you have the original install files then you can do this with no problems. First uninstall the original program on its original C: location. You can go to control panel | Add Remove programs. Select that program from the list. This will remove it from the C: drive. Then rerun the setup application and choose custom install or advanced install. Generally at some point, it'll ask you where you'd like to install the program. Select a path under D: and you'll be all set.

Unless you are running out of space, having a lot of programs on your hard drive shouldn't slow you down. It is having too many loaded into memory at the same time that slows you down. Also, before you go ballistic, try:
- empty the recycle bin
- click Start, Programs, Accessories, System Tools
- run a Disk Cleanup
- run a Defrag
- click Tools on the IE toolbar, click Internet Options
- click Delete Cookies
- click Delete Files (click in the box to delete Offline Content)
This should speed you up.
With that said, if you are not using a program and don't intend to, you can go to Add/Remove and get rid of it.

i hope u meant application programs and not data for which the above is true
else there are tweaks where u can change the registry key and change path , but best advice is uninstall and reinstall :D
most programs will asku do u want to also remove additional data , which u decline , specially game save data and other saves which after installing again , just paste it to the concerned folder
