What do you mean dirty? If it is not causing you any problems then you cannot do anything about it. If it is causing you problems then file a complaint with the city, although it would be nicer to nicely ask your neighbors to remedy it before you call the authorities (a sort of warning).

Health department, or if you have a home owners assoc, call them. If that does not work, call the township trustee, who will come out and take care of the person's mess and then charge them. The police will not do anything as there is no criminal matter, unless there are kids involved. If the problem is trash, call waste managment/township trustee. The best option is to call the township trustee, they have the power to go and clean up the mess and then charge them the cash it cost, either through taxes, or if the bill is not paid, they will have a warrant/Writ put out for them.

Are they owners or renters? If renters, complain to the owner.

Are they violating a local law: Too many animals? Too much rubbish in yard drawing rats? Bad smell? House a fire hazard because too many flammables stacked inside? If so, then Health Dept or Animal Control, Fire Dept.

Otherwise, there isn't much you can do even if they bring your property value down.

No one, unless you have talked to them first. You do not call the authorities on a neighbor without first offering to help!

If you have a homeowners association, try them. Otherwise, you'll have to call your local gov official about the problem...try the first couple of pages in your phone book for the numbers.

If they have kids then the easiest way to do it is thru CPS. If they dont then try the health dept Good luck
