Cough is a reflex to clear your airway. If it is just an ordinary cough there is nothing to worry. If the cough is due to usual respiratory tract infections there is nothing much to worry as well. There are kinds of antibiotics and medicines known as safe during pregnancy so your sister can safely take one if her condition needs but she need to have an advice of a doctor. Plenty of fluids, increase of Vit. C intake, good nutrition, fresh air and adequate rest are the factors your sister need to give more emphasis and do not just depend on medecine as the remedy for this cough.

It is nothing to be worried about I was sick many times during my pregnancy(including when I gave birth) and everything was fine....she shouldn't take any type of meds unless she speaks with a pharmacist first...he can tell her what will or won't harm the baby.
