His my front neighbor and has a girlfriend but it doesnt seem he really likes his girl but I just dont know if he kinda likes me or is just my imagination.

It does mean he finds you attractive, but this is where you need to be careful. A lot of guys, especially younger men WILL cheat on their girlfriends. Don't assume he doesn't like his girl because if he didn't, she'd be gone. He just wants some action on the side, or he could just find you attractive and not be a pig and hit on you.
Ya know, guys and gals can be just friends too; a guy saying hi doesn't always mean he wants to date you. So play it smart and assume FRIENDSHIP is on his mind unless you see a good reason to think otherwise.
If he hits on you while dating someone else, he's a pig. NEVER assume a guy is going to leave his gal for you. Most of the time they don't; and if you'll date a cheater, odds are he'll cheat on you too. There's no reason to start up with a guy you know is not going to treat you well.
