I need to find a decent water-based foundation, preferably one that is not too expensive (unfer $20 if possible). Does anyone know of any?

Maybelline's "Pure" line is pretty good. Their foundation is water-based, and I also think helps moisturize (I have dry skin). Their powder isn't that great, though, and the concealer only comes in 3 colors! Try the foundation, but use different powder / concealer if needed.

Iman second to none Oil free Makeup SPF 8 or anything Clinique.

Maybelline's "Pure" is def tha best kind to use if you are looking for water-based!
