Breaking the ice is harder because there is a great chance of rejection. Breaking up is easy because you are either tired of the person, or the break up is not even real because the break up may not be true.

Breaking up...time and emotion has been invested...it's hard to do something you know is probably going to hurt someone, and it's likely to hurt you on some level too (even if you know it's for the best)...it takes people weeks and sometimes months to get over a breakup...
Breaking the ice can be scary sometimes, but you've really got nothing to lose...that person is a stranger so if they don't react as you desire, you simply move on...there isn't (or shouldn't be) any residual pain...perhaps just an "ouch" if they react quite negatively...

Breaking the ice is easy. Either it works or it doesn't and it's over with.
Breaking up with somebody.. you've invested time, effort, you know each other personally., maybe intimately. You know what he/she smells like. After you break up, a voice reminds you of this person. A scent reminds you of this person. Passing by that place the two of you used to go to dinner at reminds you of them, a song on the radio reminds you of them. Somebody says their favorite color is blue and you remember them, you will never ever forget somebody you break up with.
Giving up all that time and effort and commitment for whatever duration of time it is - that's the biggest deal.
Breaking the ice is over with quickly, and you're likely to forget it 10 years from now. You won't forget the breakup.
And of course, you're always worried about how the person will take it, if they'll cry and then you'll cry. But it IS BEST to cry.. it helps you get through it much easier. Don't ever be afraid to show your emotions when breaking up. It's important. yup yup yup.

If you know someone then its different than if you do not know them and you have to find a common ground from which to start with.

Breaking the ice definitely. You can just say hi how are you doing and smile. If your breaking up, I can't begin to explain how difficult that is.

Breaking up. It took me almost 3 months to finally break up with my ex, and I seriously considered staying with him just because I hated to hurt him like that. Breaking the ice is awkward; breaking up is PAINFUL!

I think breaking the ice is more difficult.. you are worried about making a good impression, about having crap in your teeth, about being just funny and charming enough to make them want to see you again...
if you are at the point of breaking it off, you already have made a decision... then you just click send on that email and it is over...
