If it's not up to health department or building code levels then it might be an issue, but a messy carpet or garbage in a closet isn't the landlords responsibility.

No. They only need be "fit for habitaiton." That's a pretty broad definition. Contrary to what another posted, there are NO federal laws on that subject.
Then again, you should keep careful records. You don't need to turn the property back to the landlord in any better condition than when you rented it.
I've accepted some pretty terrible places in my day only because I didn't have any other option at the time.

It all depends on your lease/rental agreement that you signed? That is very common though. If the previous tenant doesn't clean it thoroughly, then the landlord can keep a portion or all of the deposit to have it cleaned. Check your contract. That should answer your question.

Yes I belive so! I would not move somewhere where they did not that would most likely be the first sign of a bad landlord/landlady shows that they probably would not be good about taking care of fixing the house if something went wrong at least thats what I would take it to mean but then again thats just me

i guess it all depends on where you're talking about...but anything like hud, or section 8, yeah, the landlord or manager is responsible. if it's private, then i don't know what to tell you...i guess that's why the previous tenant payed security, so when the place was cleaned up and ready to go when they moved out, they got their money back...
but that's just my own common sense, no telling what really goes on...lol

I don't think so. When I was renting, I took a place that was not clean and needed painting. I did all the work and got the first months rent free. I guess it was worth it.

No they are not. They are supposed to check to see if everything is working. You should do a walk through with the landlord before moving in. Take photos and document anything that is broken before moving in.

I think so. I am sure there are some that can get away with not doing it but you should refuse the place until it is cleaned otherwise you could end up paying for it in the end.

Completely. Incl. fresh paint and carpet cleaned. If you can take pictures, especially if you see anything that you mat be accountable for wne you move out to show a "before" picture.
Check inside the ovens, etc.
If not, maybe they're hidding stains or something that you may be charged for and taken out of your deposit when you move out.

NO, but you dont legally have to rent the dump, and i wouldnt put down much of a security deposit if i were you.
