People are intelligent in different ways, and a lot depends on education. If you want to look at biggest accomplishments done by a country in the shortest amount of time, you'd have to go with Japan and Israel. Both raised prosperous countries out of virtually nothing after WWII.

Some one did a series of tests back in the 70's(?) and he found that Israel had the highest IQ and then it was Japan and I believe the Chinese scored very high as well. Of course this test was done by ethnic groups and IQ tests are very subjective culturally. Now I would say in terms of education that you would find Germany, the Scandinavian countries, Japan, and actually Costa Rica to be the highest (Costa Rica has one of the highest literacy rates in the world. I wouldn't be surprised if some of the Arab Kingdoms are also very highly eduacated. People in the Emirates are very well educated and intelligent people.

Really my human, each and every cuture has it's negatives and positives. While everyone has an opinion to be said, I really think few are unbiased. Shoot, being Celtic/Teutonic... I would say Scotland and Germany. But of course that is pride and a fools trap to any modicum of intellect. Though I hear that Earth has some pretty brilliant humans! Peace Out!

Scotland, if you look at number of inventions per head of population
- we invented penicillin and the television and the telephone, how are we not the best at inventing and therefore the most intelligent. Think of the lives we have saved by Alexander Flemming's invention alone (i for one am extremely grateful for penicillin in relieving toncillitis)
