Planned Parenthood, GUM clinics and her doctor will be able to give her free condoms; there are also often free clinics specifically for giving out free condoms to people under the age of 21. They don't ask questions because they would rather have children her age use condoms than be totally unprotected, which would be a risk if they were to point out she is not ready to be having sex.
Of course, as a friend you should remind her that sex at her age is not only under the age of consent but also has the potential for causing her emotional, physical and sexual harm – granted not far off the age of consent, however safe sex is not just about using condoms, if she cannot be responsible she shouldn't be having sex.
