How do you prevent a microphone from giving a "shock" when your lips touch it during performance?

Sometimes it happens, sometimes it doesn't. I can't figure out why.

It's just static electricity like you get at home from your doorknob. Touch something else metallic to discharge yourself before you grab the mic.

Try a cover, my friend would put a small cloth bag over it, to keep it from shocking him.

Your mic has a short in it.
