I can't give the answer of course, as I would have called the BND and the German KRIPO first. But most likely you'll have a loner with a technical background plus a severe psychosis as a culprit. The bombs were sophisticated and those tend to go off if not planned to be 'discovered'. The investigators look first into the background of the folks who found them (many arsonists are volunteer firemen!). Then into prior, small scale, yet similar events. If those culprits are in prison, who were they incarcerated with? Are those former cell mates released and do they have alibis? Then which institutions would be affected by a disgruntled or layed-off employee: Railway engineers, railway cops, baggage handlers e.g. The first reaction the public, media and police shows is the 'desired' plan: The loner feels important and acknowledged, but shys away from real blood. The media may not be allowed to report ALL bombs, just to lead the culprit to check up on the 'not found' bomb and into the cops handcuffs.
Also consider that Germany is chockfull of talented engineers and mechanics. And educated conspiracy theorists. And muslim citizens. Now there might possibly be an educated, conspiracy obsessed, german-arab mechanic with a inferiority complex been recently layed off as a railway employee having taken that particular train. I wish him good luck to get through the "Rasterfahndung".
Rasterfahndung (grid search) is a hugely successfull method pioneered by the german police in the terrorist ridden '70s and '80s, Those were GERMAN terrorists against GERMAN cops. Both more disciplined then any mudjahiddin or Navy Seal. If it would have not been for the many deads on both sides it might have been entertaining to watch the thoroughness and tenacity in mayhem and civil right violations. However, by profiling the German terrorists the cops got one after the other. But not before they brought democracy to the brink by opening all data of the population for terror searches and were ready to announce the 'Polizei Staat'.
I lived in Koblenz and Cologne during those dark years. And am the son of a German commish. So don't fear - they'll get him. The rest is the hope that it'll be the right one...

I'm sorry to admit that this is the first I've heard of this, guess the story has been over shadowed by events in the Middle-East. Without any information on sophistication or location etc I'd expect that the bombers are probably trying to make a point regarding the West and globalisation. I suppose it's good that I didn't know about it because that means no-one was hurt.

I read the article but there were no suspects mentioned. There was little background except for a similar type (propane) device in 2003 which was planted by an engineer who has since been convicted of the crime. I don't like to point fingers but considering the state of the world, it has to be some terrorist faction.

Bei den chaotischen Zustaenden hier in Deutschland wundert es mich nicht, dass hier Anschlaege stattfinden. In Deutschland kann jeder machen was er will. Dieses Land ist fuer mich Chaos pur. Also Terroristen hereinspaziert. Die Deutschen schlafen weiter!

well they are part of the evil western world and I am sure that there will be plenty of sleeper cells waiting to strike after all any attacks in Europe will have the effect of increased security costs and fear the terrorists biggest weapon
