The business plan needs a marketing strategy is called branding.
This means setting up the position "what does your restaurant mean?".
For example "What does McDonald's mean?".
The McDonald Corporation want it to mean:
"family fun experience at an affordable price" which means that the food is only secondary to the family experience.
So the restaurant has to project a unique image and market a unique set of offerings.
The other main considerations are Quality of the environment - such as classy, clean, and at a decent location.
Customer Service - you need to have a great team to show that they care for the guests.
The Food-price combination should define the category of your clientelle. So do market research in advance before opening.
There's lots of work and money involved. But for some, there are good rewards.
Finally, you need to have a cook who owns a stake in the restaurant, as no cook means no food.
Why not start working at a restaurant and learn as much as possible about Menus, food ordering, suppliers, etc and put together your ideas into a plan? This way, any financial support or bank or investor knows you have the experience and can pull it off.

First you need a detailed Business Plan.
No one will loan you money without one and you should treat your own money with the same respect as others do!
If you do not have years of experience managing and working in food service, do not even think of starting a place. You just don't know all the ins and outs of that kind of business.
Most, like 80%, of restaurants in the US fail the first year due to poor planning and insufficient funding. You need enough money to payt yourself, the staff, the rent and all the bills for a whole year in the bank before you ever start. Do as much research as you can.
Review the SBA website and then contact your local SBA office to see one of their councelors. It's time well spent.

First and foremost, decide if this is something you seriously want to do. Do you have a lot of experience in restaurant management, and determining operating costs? Do you have a good idea of what type of food you will serve? Have you determined how much money you will actually need to gross in sales to be able to cover your expenses, much less turn a profit?
Restaurant business is tough, please be sure that you know what you're getting into and are completely committed before you begin.
Once you made the decision, you will need to determine your location, the money you will need to even get ready to open, and then a loan to get you started.

You need to realize that restaurants have the highest failure rate of any business, with 90% closing within the first year.
You need to decide what makes your resaturant better or different than anything else out there.
Then, location. Not only the physical placement of the store, but the ease of parking. Or will you hope for walk-in traffic from the street?
Seriously, can you go up to two years without turning a profit?

location makes all the differece. think about what city. Whats your menu like and what kind of people are gonna want to eat your food. if you have a classier menu, your not gonna want your restaurant in a small town. small town people dont like to dish out alot of money for food. next, decorating. make your restaurant visually appealing. dont hang a ton of pictures that dont match, or various art works that have no correlation with each other. this will confuse your customers and they will likely not return. dont clutter your walls like Applebees. too much stuff makes the restaurant feel small. people like to eat and relax when they feel they have room and some privacy from other guests. i will be glad to help you with anything else.

i think it would be good to start by being the manager of a restaurant, so you can learn the ins and outs, the business stuff, and then take that knowledge to make your restaurant a success.
But, if you don't want to do that, you need a restaurant license for most places in the US.

What kind of restaurant, family or coney?
The location where will i put my restaurant?\
The cost of food. ? there are plenty of questions. and plenty of answers. you must have a business plan before you ask the bank for a loan, You have to have licenses for achocol.
You can do anything if you truley put your heart in it.
