Lets define an Emulator first. An Emulator is a program that allows one device to run as if it was another device. Example Your computer, you install an emulator for PSP. You also download some games and place them in their respected files and your ready. You run the emulator program and then pick the game you wish to play. Your computer runs it as if the computer was a PSP.
So you could have an emulator for your computer to be a PSP or most popular right now is the emulators to put on the PSP to play MAME games and Atari games.
