Even though in the book it was a pomeranian, the director felt that it would be better if people would go to the pound to save a dog, rather than going for a purebred, so they got a mutt.
Originally known as Hamlet, the dog wrangler took the dog in as their own pet.

You fools. It's not a terrier! Have you even seen the movie??? It could be a pug, I'm not sure, it could be a mutt. (A good word for mutts: my dog is a mix, and he is perfect.) But it's NOT a terrier. They're just making it up.
