They can't. But some cities have adopted a "living wage" for this reason. The living wage is higher than minimum wage. In some cities the living wage is $11.00/hr. and others varies from $7.50-9.50/hr.
You will need to explore all your options for help. Maybe there's a free job training program through your state unemployment commission. If you have children, many times these programs offer childcare so you can go to school. Some programs will give you a stipend to help with living expenses while you're in school.
I would schedule meetings with your unemployment office to see what if any programs you may qualify for and also meet with counselors at a junior college.

The government is loaded with opportunity for people who are working on minimum wage. They have income-based housing (I have a friend who is a single mother who pays $50/month for rent), money for groceries, Health Insurance for free or almost free, Pell Grants (Free money to go to college, not a loan). The government will also pay part or all of your expenses for your child care costs. With all the programs available to low income families there is no excuse not to go to college and learn a skill or earn a degree. There are many technical certificates that you can get with one or two years at a junior college that will allow you to make close to $20/hour once you graduate.

Most people that are needy and want to go to college can atleast go to a community college and apply for a FAFSA. You can go here to get additional info http://www.fafsa.ed.gov/ however I know that it is very tough to make ends meet during this time in one's life. I've been there, but if you can't afford a major university a community college is the way to go. Things get much easier after graduating with a 2 year degree.

what do you consider poverty? There are assistance programs for people who make a low income and help them go back to school. College loans dont usually have to be paid back until once the college is completed. The college in this town (CTC) has a shuttle bus for students too. If you want to make something of yourself and actually LIVE in poverty ITS EASY! Its us middle class people with issues... if I want to make more of myself its hard, I cant get a loan because I "make too much" yet I barely make more than min. wage!

I did it why can't you. That is the repuke's idea on it, not bend over and lend a hand and pull somebody up that wants it. This is the biggest issue that I have with repuglicans. They are greedy, egotistical, bast ards. The answer to this question is they can't. It is damn near insurmountable. People stand at that bottom of the mountain with no knowledge of where to take the first step and unless someone shows them the way it just doesn't get done.

I go to school full time, work full time, have 2 kids, and make very little. I scrimp, save, get financial aid, work as many hours as humanly possible and am on the Deans list. I DECIDED I could do it and do. I will graduate in May with a BS.

Do it the way many poor immigrants have done it. Work two jobs. Share a domicile and a share a ride to work or use public transportation until you can move up the ladder. Or, you can just do nothing but complain and feel sorry for yourself.
