It's a process sometimes known as "Filmlook," in which video is electronically tweaked to supposedly make it look like film. They use it in a lot of those Disney Channel tweencoms. I think it's just awful; it ruins the picture, and doesn't really have the intended effect.
The problem is, I think, that we're just conditioned to think that video=the news, game shows, soap operas and 80's sitcoms, and can't be as "cinematic" as the film used in hourlong dramas and modern sitcoms--shots have to be static, sets have to be excessively and unrealistically lit, the performances have to be broad and unsubtle. The fact is, you *can* be as creative and "cinematic" with your shots with a video camera as you would with film; Japanese primetime dramas are typically shot on video, yet the cinematography in them is often just as skillful and varied as a movie production's cinematography.

It is a little disconcerting, just takes some getting used to. I thought it was just because of the opening of the new club last week, You know they always have a live feed for stuff like that. Then they go back to the usual tape feed. So far, they haven't, but they will.
