Yes, This is true but your Friends price is awlfully low the last offer I got in Thailand was $25,000 USD in my Thai Bank Account and $10,000 more when she got a Green Card.. Then When we were living back here stateside, and if I then would sponser her Brothers and Sisters "We" would get $15,000 for each of them....
If The US Immigration and the Internal Revenue Service Catch You in Doing so,,, then You Expect to get About 6 years in a Federal Prison Camp or Worse...

It's the American man, the guy with all of the money, who pays for the bride. There fees from the marriage service, fees for a fiancee visa, airline tickets to get the bride to USA. If the woman has debts owed in her own country the man may have to pay off those debts so the bride can get a passport.
I suppose, if you found a rich Asian woman who wanted to get to the US bad enough, she might be willing to pay for everything. If, after all of that, you can persuade her to give you an additional $5,000, you are one smooth talker.
