Because he is a toy and it is toy instinct to freeze whenever someone human is looking. It is not a conscious decision to freeze up, he just does it naturally.

Why was this question not under philosophy or psychology?

Because it is a kid movie, but don't fret, i notice weird things like that all the time when I watch a movie. I think it is just our intellect that doesn't let us miss these things.
