It depends, you have to count the number of stripes. If there are more white than black, then it is white with black stripes. If more black, then black with white stripes.

Neither, it's completely subjective. In fact to the Zebra and every other living thing stripes don't even exist. Who are we to say they do? Now SPOTS that's an entirely different thing! :)
