the term dilute is used when one wants to make a solution of whatever substance less concentrated. For example, a 2 molar solution of HCl would be diluted by adding a litre of water. This means that there is now less HCl per litre.
Water is the universal solvent that nature and humans use to dilute chemicals. It is composed of a dynamic network of Hydrogen and Oxygen bonded together in a ratio of H2:1O. This is its chemical formula, and it is this property that makes it water. It cannot be made any more dilute. Or concentrated.
Others have spoken about the other ions found in water that gives it its conductive nature - this does not affect the concentration of water, only its nature. If one added 500grams of sodium, one would still have the water, only the solution would be known as a sodium solution as the term applies only to the solute.

You can dilute water by adding anything you want to it. Concentration (how dilute it is) is calculated by looking at how much water (in this case) you have divided by the total volume of the solution. By adding another solution to water, you are making the water less concentrated.

There is an additive available that reduces the thickness of the "skin" that surrounds water droplets and is on the surface of water. this therefore is the closest you'll get to diluting water. You make thinner.

Strange as it may seem, totally pure water is is an insulator, it's the impurities in water that makes it conduct electricity.

You have not given enough information to answer the question. However, if you mean you have a given amount of water dissolved in alcohol, then I would add the alcohol to decrease the concentration of water or dilute it.

or
Dihydrogen oxide. But be careful it is the stuff that is responsible for most deaths on this planet. It also is the most popular solvent used in factories an can be found in most toxic compounds.
