so the passport office is getting 6mths out of me free-please explain

They're not getting 6 months out of you for free, don't worry! Passports don't overlap, they run on, so the new one won;t actually be valid until the date the old on expires. Some countries just like to be sure that your passport won't expire while you're there, just in case your trip runs over and you end up wasting heaps of time in the British Embassy before they'll let you out of the country again!

The new passport will start from the date your last one expires

it is not the passport office or the US State Department that is getting the benefit. the reason that countries impose this rule is that they do not want you showing up on their doorstep with your passport about to expire, then overstay your visit, and they are stuck with you. they want you to spend money on them, not them spend money on you.
