It was Noel Harrison, the son of Rex Harrison. He did the version on The Thomas Crown Affair, which Michel Legrand wrote and arranged the music for. Dusty Springfield's recording of it came out the same year and helped make the movie an even bigger success.

Windmills Of Your Mind
Lyrics by Alan Bergman & Marilyn Bergman
Music by Michel Legrand
In the 1968 original, it was performed by Noel Harrison.
In the 1999 remake, it was covered by Sting.
Many others have covered it as well, but those are the two from the movies.

bobo is spot on.
Noel harrison did the version everyone remembers from The Thomas Crown Affair (1969), which was played over a scene with Steve McQueen doing stunts in a glider.
Great stuff.
