If Disney Channel is supposed to be catering to tweens, then why are half of the kids in their shows over 18? The exception is Hannah Montana and The Suite Life. Raven for example is 20 and Phil from Phil of the Future is 19. I'm 19 and feel drawn to these characters because they're my age. The problem is they don't always act it. You know what I mean?

Child labor laws. It's easier to deal with a cast that's over 18--minors are required by law to have very limited work hours, not to mention on-set tutoring and other conditions a production company has to sign off on to employ someone under 18.

So usually, it's preferred to have someone over 18 play a teenager--and tweens tend to be drawn to teen characters (to look up to, perhaps), rather than tween peers. Of course, since the real target audience is tweens, the storylines and dialogue are geared towards them, even though real-life teenagers don't usually think and behave and speak as simplistically as Raven and her pals do.

Exactly. That's what I was going to say. It bothers me too. When Disney Channel started it didn't try to cater to tweens. It just ended up that way. But yes, most shows do use adults, and portray them as children. Another example is Kyle XY. Matt Dallas (Kyle) is 24, but he plays what they think is a 16 year old. ABC Family is also owned by Disney, but it's pretty common channel to channel.
