Married female U.S. citizen who resides in the U.S.; currently separated from husband but not legally divorced yet.
Male (originally from Phillipines) is living with this female in the U.S.
Male has resided in the U.S. for at least 10 years.
Male is also separated from wife (who was also from Phillipines).
Not sure if male is a U.S. citizen or the Phillipines or both.

Could these two people marry during a trip to the Phillipines? - even if it's done illegally?

Simply: No

In the Philippines you have to show legal capacity to get married. Since he is already married (as are you) this is not possible.

Additionally, if you are both US Citizens, you are not able to get married here, one of you has to be Filipino. The exception to the rule is if you contact the US Embassy based in Manila and they can perform the wedding for you.

Sounds messy to me.

Female should get a divorce.
Male should get an annulment or a legal separation.

Yes, but it will only be recognized in the Phillipines and not in the US.
