If you don't, them it's Germany.

I think Russia counts as part of Europe, and thats the biggest, about 150 million or so in the European part of Russia.

The answer is Russia. Even if you exclude the Asian part of Russia, it would still be the largest. The next largest is Germany, followed by I think France and the United Kingdom.
