Yes, it can. It's better to send a check, cahier's check or money order, or use Western Union. If I am going to send cash, I usually insure the package for the amount of the cash; in case it gets lost it is covered. If the amount is greater than $200, this insures that the recipient has to sign for it. If less than $200, I used certified or delivery receipt with a return card.
When I was selling packs of $2.00 bills on e-bay, that is what I would do, and never have a problem.

Of course it can get lost, and there's nothing to be done about it. Best bet is to send a cash/money order and on the back write "For deposit only", that way if someone other than intended recipient tries to cash it, they can't.

Nothing-you aren't suppose to send cash in the mail. That's what Money orders and Western Union are for.
