OMG--Next to Christmas, Halloween is my favorite holiday of the year. And I'm a damned site older than 23. Every year pick out a spectacular costume of some sort and go to a party. Usually the weekend before, local clubs will have parties. And some communities have parades. (Dallas has a gay costume parade) Take in all the festivities you can. Decorate your house, and if you are home the night of Halloween be sure to have your light on, wear your costume and hand out candy.
You never have to loose the fun in life, the longer you continue having fun, the younger you will stay. Some people say I have the "Peter Pan Syndrome", but I say "growing old is mandatory, growing up is optional". I've built a costume closet that takes 5 wardrobe boxes to move, and I'm always adding to it.

Decorate your front stairs with giant pots of mums and one or more giant pumpkins. Put a nice bright light, a cute jack-o-lantern face or cute black kitty face on your door and hang something that lights up on the pathway the trick-or-treaters will take to you door. The day before Halloween wrap up some really fun trick-or-treat bags for the trick-or-treaters, and leave them on a table waiting for the children. Make more bags than you'll need, so you'll have some to open for yourself when the kids stop coming.
Halloween night:
Inside your house light some scented potpourri, microwave yourself a bowl of popcorn, and put on a witch hat (or something).
Watch how many bags you have and how much longer you have before the kids stop coming - which will then leave you your left-over bags. Enjoy the trick-or-treating. Talk to the children. Smell the popcorn. Make a thing of it. Invite a couple of friends or relatives. Have some cider or coffee.

The best way to have a blast on Halloween once you're an adult is to decorate your yard and porch, make it as scary as possible then dress up as something scary get your buddies to do the same and give candy, but before they get tricked or treated from you, they have to pay the price, pay the price of getting the shiiitt scared out them ALL, parents too! Hide behind bushes, or the best that I've seen is to get a coffin and hide in it and when those kids and parents come up you open that coffin or jump out of the bushes and scream and they will run for their lives! It's GREAT! Have fun!

Have a costume party with lots of candy, invite lots of people over and have fun when the kids ring the doorbell. I always dress up for work and have fun in my costume all day, I'll go to the bank, or the post office I'll even try to find ways to go out in my costume. Since I am an adult now I can purchase my own candy so I try to have fun where I can.

I feel the same way, so each year I throw a kickass halloween party. Invite all your friends, and/or post some bulletins a week beforehand, especially if you're in a college town. Get a keg, a costume, a grip of sweets, stock the bar and just have fun.

Donate your time at a children's shelter or children's hospital. Dress yourself up in a costume.... buy some candy or coloring books, or some other small, inexpensive item. I guarantee the kids will be so delighted....they will not forget you
That would be an amazing way for a 23 year old female to celebrate Halloween.

Go trick or treating.
Or the best idea is you have to dress up as a scare crow and make sure that no skin is showing. Sit on your porch with the bowl of candy in your lap and when people come to take it, they should think your fake, you jump up and scare them. But be careful cause I saw some guy get punched on TV when he tried the same thing. lol.

This one year we had this elaborate setup in our yard...The yard had fake headstones everywhere, My uncle was dressed up like a werewolf and was howling on the roof, my nana was dressed as a witch and she would answer the door and send everyone to the corner of the yard where my dad was dressed as a vampire laying in a coffin, he kept sunglasses on so he could see the kids and when they reached for the candy he would grab their arms or just shoot up and scare the crap out of them. There was a couple kids that dropped their candy and ran out of there! It was the best halloween ever! Try making a haunted house in your yard or throwing a costume party.
