You can go to any park guest relations area and tell them that you have a birthday and they will give you a birthday pin for her. You can also let your resort know and they will do something special for her.
If she likes boats you can set up a birthday cruise for her. It's a specialty cruise that you go on to see Magic Kingdom Fireworks from the lake in front of the Kingdom and they also take you around both lakes and tell you about all the resorts on the lake. For the Birthday cruise they decorate the boats with balloons and a banner that lets every one else know its someones birthday. These cruises come with a driver, chips and drinks but if you want a birthday cake you just let them know when you make you reservation. These cruises run about $200 - $270 depending on if you want a basic birthday, which is just the other stuff I mentioned, or you can get a premium which comes with a faster boat and the music from the park during the fireworks plus everything else i mentioned. These cruises are really fun and people do them every night. I work at Disney and use to do them. The nice thing about these are you can see the fireworks but don't have to deal with the crowd from the park. If you want to book a cruise you can call (407) WDW- PLAY to set up the reservation. My advice to you is to do it soon because I know December books up fast because of Christmas.

If you go to guest relations in any of the parks and in Downtown Disney they will give your daughter a birthday pin. Every cast member will say "Happy Birthday" and make her feel special. Some restaurants, such as Sunshine Seasons in EPCOT, have a song they will sing. They even give you a cookie with a candle in it. Every castmember will go out of their way to give you the best day ever. That is why Disney is so awesome!

Try the character dining. You can dine with the princesses in Norway at EPCOT... at the Crystal Palace in the Magic Kingdom... or Cinderellas Castle (not character dining, but what little girl wouldn't want to eat in Cinderella's Castle!). I would call 407-wdw-dine to make reservations as soon as you know what you want to do, those places book up fast!!
Also try the Bibbidy, Bobbity Boutique. It's where little girls are dressed up like princesses. It is located in Downtown Disney in the World of Disney.
Make sure if you go to a park to get her a birthday pin at guest relations. They're free!!! All the parks have them!

Definitely a character meal, and call Disney ahead of time. They can even make suggestions.
For a little girl, something special would be a visit to the Bibbity Bobbity Boutique. Look at the Disney World website, you will get a lot of great ideas.

When we go it coincides with my son's birthday (Halloween) and DW does some nice things that shows why their is a magi ck feeling there.
You tell them when you are checking in that it will be someones birthday and they will ask you what there favorite DW character is and when you come back to the hotel that day their will be a poster and a framed print waiting for you.
Also, they gave a pin that said birthday and that put my son (and us) at the head of the lines for rides for that day. When we went to Universal they were jealous and did the same thing although that is not standard policy!

You'll want to do a character meal for sure, I think they even have a breakfast with the Disney Princesses. If you tell them when you book that you'll be celebrating a b'day there, they'll do everything imaginable to make it special for her. Call (407) WDW DINE for info on the character meals, which are constantly changing. Or check the website http://disneyworld.disney.go.com/wdw/dining/diningFinder?id=DiningFinderPage&location=&diningExperience=Character+Dining&cuisine=&submit=submit&x=14&y=12&page=1
Just make sure you're staying on Disney property, and tell them about your daughter's b'day. My son's birthday is in the middle of March, so if we go there for Spring Break, we're usually there on his b'day, and they've done great things for him.

If you stay at a resort, make sure to tell them that it is her B-Day. Everyday you come back to your room there will be something special.
My husband and I went there for our honeymoon and told them. We hat a heart made of towels on the bed one day, a congratulations card from Minne and Mickey the next, and a bunch of other cute things to make it look like Minnie and Mickey really cared.
