Genetics, primarily, then overall fat distribution.

There is a common misconception that exercising certian parts of the body will reduce fat in that area. That is simply not so. Your family's genetic traits determine where fat is stored in your body. Some people will tend to store it around the hips, buttocks and thighs. Others store excess fat around the middle. The body determines that. Same for losing weight. Your own body will pull fat as calories are burned from wherever it wants to.

Under the fat layers, the musculatrue and skeletal shape determine the shape of a body. Some have well developed gluteus maximus and show a curvy butt. Some don't, and have a flat butt. Same with legs, calves thighs arms, etc. Your genes tell the body where to start. Unlike fat, you can develop muscles and influence their shape. These muscles, undeer the fal layer can help in improving one's shape by targeting the areas. But that still won't help remove fat from one's butt.

umm because you get fat.. or some people have the body type where only their butts get big when they gain weight

because you eat too many unhealthy foods. like burgers and thing like that and it go strait to your butt.
also there are certain exercises that can do that

Gravity. Things tend to "settle" after awhile- if you don't shake them up. :)
