Start with one of the free services that offers a site building program such as Yahoo's own Geocities.com. Easy way to learn. Just gothere and sign up for a web site.

Free - use Yahoo or go to www.tripod.com
Paid - Go to web.com
You can build a site by learning HTML coding (the language websites are written in) or you can use a WYSIWYG editor like Frontpage or Dreamweaver.
Web.com also offers a Sitebuilder tool that is extremely easy to use.

Well, the first step would learn HTML.
Possibly PHP, too, but that's not mandatory.
Next, you need a webhost.
Preferrably free, without ads, and witha friendly community...Such as www.e2utalk.com.
Then, you just upload your site to the webspace they allocate you, and watch your site grow.
