i was the highest bidder on an item on ebay, and was going to pay by paypal, but when i came to pay found out i had reached my limit on my paypal account and had to go through a verification process wherby they pay 2 amounts into my bank account and i have to tell them what they are. Paypal took over a week to pay any money into my account. I kept the seller informed with emails every day and apologised for keeping him waiting as i hadnt realised there was a limit on paypal, and the seller said there was no problem and he would keep the item for me. I paid for the item 10 days ago and emailed him to tell him straight away. I dint receive an email back then a few days later i emailed him to find out when he would post item, still no reply. i mailed him sunday still nothing, when should i report to ebay?

well if you have payed by paypal 10 days ago, i would go into your paypal account and open a dispute for not recieving a item, they will ask you for a few details reguarding this item, and paypal will sort this out for you, the seller will have to respond to resolve the problem, you should get a refund but will still have to wait a short while.

contact ebay and also contact paypal. if there is a dispute over the item they may be able to claim the money back for you.

word of advice; don't leave yourself signed into ebay on your computer and make sure you change your passwords on ebay and paypal every now and again, this helps to avoid fraud.
[i know because we suffered this and have had to do this to avoid problems since then we have had few problems since we only sign in when we want to access and log out when we leave]

email the seller first to see if he received your payment. Your item may have already been shipped to you. Sometimes the mail is slow. If you get no resonse from the seller in 48 hours, i would then contact ebay

It all depends on what the lead time (delivery time) was for the item and whether or not it was mentioned in the item description.

An item can take anything from next day to a whole month to arrive.

he might be on holiday at this time of year.......click on his name and see if he has been buying or selling in the past week or two, if he has then email him one more time saying you are going to report an un received item, and if he doesn't respond then report him.
don't worry you will get your money back from paypal

wait and e mail him to say you will be reporting him if he doesn't contact you within 24 hours ..
usually this is enough , this worked for me on similar problem i also threatened negative feed back .
if no reply report him to e bay and they will hopefully retrieve your money ..
