I think I have a pretty good idea how to get it, but I want to make sure that I am right.

I have Apache 2.2.2, PHP 5.1.4, MySQL 5.0.21, and XAMPP for Windows. What is the best way to get my server up and running for everyday use, you know, email, file transfers, web design and so on?

local host is 127.0.0.1, or if you're referring to your service provider, drop to a command line prompt and run netstat -n
that'll show you all current connections and ports that are open and listening for connections.

Not sure if this will answer your question, but try, start, run, type in cmd, type in either netstat, or ipconfig.
