You did not indicate what state or city you were in otherwise I could have helped you more possibly.
I would suggest contacting your local housing authority. They will have waiting lists for public housing, and / or Section 8 housing vouchers.

its the Housing authority. but it takes a loooong. time get on the wait list now.
it could be called something else in your area.. so ask around.
