Yes, young girls should have a hymen intact, because they are too young for sex. Older girls (9-18) can often break their hymens by masturbating, and it is perfectly normal. They will bleed a little. Tampons can break hymens, too.
Women (over 18) usually don't have a hymen because they masturbated or used tampons as children.
If you're implying that it is moral question, to have an intact hymen or a woman is dirty or unmarriageable, the answer is no. Drag yourself into the 21st century. Women are not pristine, unused property to be traded for camels.

It differs from one culture to another and one religion to another. This is also was not clear in your question.

In the Middle East, virginity is the most important thing for a girl. The honor of the girl and the pride of her family revolve around that 1x1 cm piece of flesh. If the husband found out on the wedding night that the girl is not virgin, she is liable to get divorced the next day and sent to her family house stamped with shame for the rest of her life. Hundreds years ago, the husbad used to slay the girl with the blessing of her father cause she is considered a prostitute. This is because in the Middle East people (whether Christians, Muslims or Jews) consider sex outside of the marriage wedlock is an unforgivable sin and death.

Some states in USA uptill this moment criminalize living with a boyfriend or girlfriend outside the marriage wedlock. It is not really inforced but it is a law.

In the west, virginity is an absolute choice of the girl and has no other importance. A virgin girl saving herself to the wedding night is a wow. Some people consider a virgin a girl who is not good enough to attaract a boyfriend or suffers problems in her life unless it is her choice to remain virgin which is very rare.

The presence or absence of a hymen is relatively meaningless. Some women are born without a hymen, and many women tear their hymens in sports or using various feminine hygiene products (tampons, menstrual cups, etc.). And if a woman had a hymen to begin with, it's normally still there until their first vaginal delivery of a child.

A hymen is the skin that breaks away when you have sex. It's not too important because some girls actually lose it while inserting tampons, etc. It's usually used to tell whether you're a virgin or not, but it can be lost in many ways. It's not a necessity in life since girls will lose it later while penetrated...

No, its just God's punishment to women to make sure their 'first time' is painful and they bleed good and healthy. Plus who knows why they're so uptight about their virginity, the hymen gets broken during exercises as a child most of the time - so its not even technically proof that you're virgin -

You know in some cultures, if a girl doesn't bleed her first time, she is beaten or even killed because she is accused of having sex before the marriage and not being a virgin - even if it broken in childhood and she has never had sex! - so no they don't need it but in some cultures : they most definitely need it!

No, it is not. Especially since the hymen can break during regular activities like running or riding a bike. It is quite possible that a hymen can break during childhood so requiring its presence is pointless.

Only if you are Islamic. Not having one can get you killed or stoned to death. It might even be your own family who does the killing. The families honor rests on their daughters so if a daughters hymen is broken they will cut her head off and run down the street holding it high in the air to let the neighborhood know they got their honor back. What a wonderful religion. Not.

Important how? If you mean medically, then no, it's just a piece of skin that eventually wears down whether you have sex or not (and if you use tampons it will break well before you ever lose your virginity). If you mean culturally, then it depends on the culture and the individual. Personally, I never missed mine and wouldn't want it back if I could!

No its not. A hymen can be broken in any number of ways....riding a bicycle, a horse, doing gymnastics...its not proof of virginity.
