Web.com has a SiteBuilder tool that allows you to build pretty powerful websites, and it is super easy.

Also, you can get a similar tool free at www.tripod.com, but they serve up ads on your website.
Finally, you can use any HTML generating tools (I.e. Frontpage, Dreamweaver [my favorite], or write straight HTML code and publish it to the Internet. Most ISP's give some amount of free webspace, or you can sign-up with a company like web.com and get hosting space.
So, if you're just looking to make a webpage, I'd suggest tools like FrontPage or Dreamweaver. If you're looking to put a page online, check with your ISP for free space, or if you want to get a www.yourowndomain.com, google a domain registrar or go to web.com.

Learn for the HTML first.
Try to use a very simple program like page breeze or yahoo Builder

Yahoo Geocities. They have very simple templates that take your step by step in making pages. You don't have to know anything about HTML to use this. You can add photos, links. ect... You can create several pages and link them together. It's very easy to use.

Most local community colleges offer courses in designing and creating web pages. They include access to a software workshop. Sign up for one and you will be glad you did.
