Get Small Business Server, and the documentartion walks you through the entire process. http://www.microsoft.com/windowsserver2003/sbs/evaluation/overview/default.mspx

Along with it, install the Sharepoint Services feature and the whole website is completely ready for you including document version control and a check in / check out mechanism.

Instead of Oracle it comes with SQL Server.

ASP and ASP.net is built in, no extra charge.

Security tools and checklists walk you through the website set up.

Other issues: consider the issues of backing up data, protection from viruses and spyware, email and retention of such information, developing an internal acceptable use policy and so on.

I recommend, for questions 2-7, to hire, at least, one network security person, and one to two developers.

There are a number of computer based attendance systems, you can search google for those, also, your payroll provider may have a system you can purchase.

I don't believe the ASP software is free, since it is created by Microsoft, but I don't know a cost.

Oracle, depending on the features, is a couple hundred dollars, plus support costs.
