According to rumours, it's Ben Collins (Formula 3 driver), but if you look on the Wikipedia entry below you'll see there's plenty of other possiblities.
Another theory is that there isn't one Stig, and instead they are drivers sent by the car manufacturers to make sure Top Gear don't destroy their new test cars.
The only thing that's known for sure is that the old Stig (in the black clothes) was Perry McCarthy.

I initally thought Stig Blomquist, who was the top rally driver but the attached article from Wikipedia gives its thought on Stiq but doesn't answer the question.
