I am not sure what the psychology is behind it but I think I like it!
It does create an air of intimacy between lovers that sets the mood for sex.

There are many, many more neural receptors in the lips (even more than in genitals) and these neural receptors are what stimulates the brain. As for "licking", the previously described rational is acceptable.
