Taste is a rather overlooked aspect of sex and the flavor of a person is also an arousal point.
Also, you can rub certain parts of the body, but licking is more primal and, thus, more animalistic. It also imparts a different caliber of sensation.

I am not sure what the psychology is behind it but I think I like it!
It does create an air of intimacy between lovers that sets the mood for sex.
Plus it's fun!

There are many, many more neural receptors in the lips (even more than in genitals) and these neural receptors are what stimulates the brain. As for "licking", the previously described rational is acceptable.

its because the first pleasurable experience a new human being gets is the oral satisfaction aquired from suckling and the intimacy of being suckled , freudians would refer to this as our oral stage of development
