The trade embargo has to do with U.S policy and the communistic economic system in Cuba (and dictator-run political system). Fidel Castro's death wouldn't mean that the embargo is instantly lifted. The embargo (economic/financial/comm) was placed on Cuba in '62 to try and put pressure on the communist government. Clinton expanded the reach of the embargo in 1999 (details irrelevant)...some feel that the embargo remains as a vandetta against Castro, you can decide upon that. But, overall, the embargo certainly disadvantages the Cuban economy (which is the point).
The only way the U.S will lift the embargo will be if Cuba undergoes some sort of political change where dictatorship and communism BOTH end. This may, or may not, have to do with Castro's death. But something tells me that his little hermano won't resist the status quo - he will probably accept his newly gained dictatorship and he has NO incentive to change the political system, nor the economic system. The Castro's have clearly shown little sentiment for the people of Cuba and their dire economic situation.

Until the nation of Cuba changes to a democracy and is no longer a communist state, or America relaxes its policy on not funding communist countries in any way even more (because we all know that America readily trades with China), America will never import cuban cigars. In Canada on the other hand hehe... we already have the Cuban cigars. But to be more exact on your question, it's not about who's in power (in this case Fidel Castro), but how the country is governed. Personally, I'm a little afraid for when Castro dies. The country will be in turmoil as numberous people try to gain the seat of power.

I don't think it matters whether Cuba is Communist or not. We have traded with communist countries before and will continue to do so as long as it benefits us. Even if Castro dies or is already dead, I do not think that Bush will open trade with them. If Castro dies, I believe the next president will open the trade. Probably end up telling the American people the reason for opening trade is to help out the Cuban economy. But will later expect to be apart of helping create a democracy in Cuba if Cuba wants to go that route. That way we can put someone in power that we want there.

That depends on how Fidel's brother gets along with GW. Cigar dealers have been anticipating this for several years. We'll eventually be able to buy them here but they'll be alot higher priced than the good Dominicans and the quality is no better.

Considering how they have fallen out of favor, you can get some great cigars from the Dominican Republic, who used smuggled seeds from Cuba to grow their own leaves.

I live about 25 miles from the Canadian border (WA state) and can buy cubans there. They're not cheap.
