I already have the panels but i want to know how much it costs for someone to put them up and take them down. do they usually do it by number of windows?

You can probably get a handy man to do it...The higher up the windows the more it will cost compaired to windows that ar at ground level...Figure 25.00 an hour for ground level and 45.00 for ones you will need to use a ladder for

of corse, it's just a labor charge and no great expertise required. try a handyman or day laborer, ask for an estimate for the number of windows and if tis a two story house.
