When you tell her to stop following her, you need to be firm. Sometimes a person sends a mixed-signal and the other person misinterprets it as a partial acceptance. You might consider putting your message in a written letter and mailing it to her.
If she continues to follow you and you feel that she might harm you, go to the court and get a personal protection order (sometimes called a restraining order). This order is issued by a judge. The police can only make a report that you are being harassed. The police in some states can give you the forms and information about which court to go to for the PPO.s

if you're a kid/teen and it's at school go to the guidance (heh, although at my school they don't do much) or some teacher, otherwise call police if she really is stalking you.
go up to her and warn her that you will call police or whatever if she doesn't stop stalking and/or following you.

Stop,turn around and talk to her. She likes you...!! Talk to her. Tell her that you think shes cute. Ask for her number. Maybe you could take her out and have some fun.

Say that you cant have her follow cause your girlfriend carries around a knife,a gun, and some pepper spray and if she see you with me shell kill you and beat me an inch to death.
