I don't know ASP but I'm pretty proficient in PHP. Its really the only language I know and it didn't take me long to learn it. The only previous programming exprience I had was HTML which really isn't programming at all.
One of the things I like about PHP is the amount of support available online.
So, through my experience, I learned PHP pretty easily.

That depends upon the technology that your business uses. If you're in a primarily Microsoft shop, go with ASP. If you're mostly open source, go with PHP.
BTW, PHP is very simple, even for newbies. It stands for Personal Home Page and was initially developed to assist the neophyte in setting up a small personal web server on Apache. It's grown well beyond that scope of course, but is still a simple language to learn.

I personally think PHP is easier. I know it has better documentation and community support on the web since it is an open source project. However, doing fancier things that require modules, etc. can be difficult if you only have Windows based servers... But, for learning web technologies, PHP is the way to go.

I recommend PHP. PHP can be installed on a Mac, Windows or Linux computer so that a developer can practice and test their scripts without having to upload them to a remote server.
It is open source, so it is free.
And PHP is growing bigger in popularity all the time.
It's also very easy to learn and most webhosting providers have PHP pre-installed on their servers, so it's very ubiquitous.
