Not sure what you mean but when my coworkers call the boss a zombie they mean he wanders around in a daze most of the time, it's hard to get his attention or make sure he's listening. I've also heard people say they are zombies when they are feeling sleepy from medication for colds etc.
Zombies traditionally are the living dead...but that's another question, for Mythology and Folklore.

Zombies are walking dead people, right? They are probably trying to say that the person looks awful, like they are dead. Just my guess.

I suspect that 'zombie' is just another word for lemming. You know, someone that 'follows the script', and does not think for his or herself.

i call someone zombies when he/she looks tired, sleepy, lifeless, lethargy, moody etc.

it's just colloquial for people who are more or less idlers, sort of lazy/stuporous....who don't seem to have much motivation to "get-up-and-go".....very inert people.
