From the Registrar of Births and Deaths where your birth was registered! You have to pay for a copy!
AND they don't suspend your DL without informing you!

You have to go to the central registrar of births and deaths in London and pay for a new one. You can send someone on your behalf but they need to be a relative.
Sorry, it sucks. Had to do this myself a while ago.

In UK write or visit registry office in town of your birth, certificate will cost £7. If you apply to the national offfice they will charge you a search fee even if you give them the exact date and place and it will cost about £16.50 it could be more now.

Just pop along to your local birth,death & marriage office. If in the UK, it is situated in the County Hall.

Go to your nearest Registrar building and submit your details e.g. tell them when and where you were born etc. They will also ask you your parents details including Mothers maiden name, when and where,(if they were) married etc. When they confirm your details it will cost you to buy a new one.
