Wanna study in Cuba?

Question

I'm a chinese student. I wanna go to the best univ in Cuba. But I wanna study english major there. Can someone gimme any information of Cuba and univ in Cuba? It's very poor there? How much you spend during one year? How many years of Bachelor degree? 3 or 4 years?

Are there any conditions like tution free to the Communist country such as China? Is it safe there?
